About the Project

The Elgin Area Water Treatment Plant was originally constructed circa the mid-1960’s, and while it has undergone upgrades and capital investment to improve its water treatment and transmission processes, it remains sized to only accommodate a rated capacity of 91MLD (megaliters per day).

In response to unprecedented flow projections associated with the significant anticipated growth and development in the region, the Master Plan recommended undertaking a Schedule C Municipal Class Environmental Assessment for a future anticipated plant expansion. The intent of this Environmental Assessment study is to identify, evaluate, and determine the preferred technology, processes, and location recommended for any future Elgin Area Water Treatment Plant upgrades and/or expansion. Completing this study now will help to ensure the utility is both adequately prepared for and able to adapt to the future demands anticipated on our water system.
